しれっとアナウンスされていますが、2021/10/15 以降で特定のバージョンの Azure PowerShell (New-AzADServicePrincipal)、Azure CLI (az ad sp create-for-rbac) でサービスプリンシパルを作成する際、検証済みのドメインを使用しないとエラーとなるよう、挙動が変更になりました。

なお、Azure PowerShell v6.0.0 以降/Azure CLI v.2.25.0 以降/Azure ポータルから作成する場合は問題ないようです。
